  Labrèche plays Jean-Marc LeBlanc, a provincial fonctionnaire who processes the claims of his destitute clients, desperate citizens who, through the machinations of fate and bad luck, have come to throw themselves on the (dubious) mercy of the bureaucracy. Arcand’s latest is light satire, but is supposed to be more; it’s as though he never saw “American Beauty,” or participated in the last 10 years of North American socio-political life. What he wants to tell us most of all is: Whitey can’t catch a break.
